The Northeast Asian History Foundation and ARENA (Asia Regional Exchange for New
Alternatives) cordially invite you and your organization to the 1st International Conference to be
held in Seoul November 25-26, 2009.

The theme of the conference is 'Reimagination of Asia.' Experts and public officials from various
countries in Asia have joined together in search of the agenda for peace in the Asia-Pacific
region where the efforts to open up a new era are often hindered by the wars and memories of the
past.

Tackling the issues of 'wars and memories' are the keys to the positive change among Asian
countries who often support the idea of regional cooperation, Asian coalition, Northeast Asian
community, etc. but fail to take it further, beyond the surface level. Then how could we do this
differently? Finding the answers to this question is the very purpose of this conference. We hope
to share our vision for the paradigm shift; to look back to the past for the future rather than
restrict the future for the past.

We believe your participation in the Conference is vital to its success and will also make the
discussions richer with you expertise and experiences.

Proceedings of Peace and Right to Resist: Exploring New Dimension of Rights for Peace in Asia Print

On 16th and 17th May, ARENA in collaboration with May 18 Memorial Foundation, sucessfully organized the 2nd International Workshop on Peace as Human Rights in Asia in Gwangju, South Korea. There were 6 invited speakers from Korea, Thailand, India, Taiwan and Nepal. During the disscusions around 50 people participated ovr two days.


The workshop endevoured to address the following key issues:

§ What are the implications of human rights approach to peace (HRP) for Asia as a region?

§ What are the implications of HRP to the mainstream security paradigm such as threat perception and need of protection from insecurity?

§ What challenges do the conflict situations in Asia pose to human rights groups?

§ What are the more useful agenda for action and solidarity that would contribute better to peace-building efforts?

§ What are the implications of HRP to those working for democracy, alternative development and alternative vision?

Peace and Right to Resist: Exploring New Dimension of Human Rights to Peace in Asia (working title)


Introduction
 This project is to publish a book based on research by 5-6 ARENA fellows (respectively from all different countries) on the issue of Human Rights to Peace (HRP) in Asia. It will look at the previous discussions relating to HRP and see its relevance in the context of Asia. With deep analysis the research aims to formulate and organize HRP in relation to activism and movement in Asia. HRP is an innovative mechanism, rights-based approach to peace and hopefully this research will contribute to the conceptual framework of HRP and open up possibilities of diverse solidarity actions.

Project Duration 
  This project will run through March till November

Objective
 i. To critically examine and map diverse discussions and views on HRP that have taken place in various fields of academia and activism and formulate rights-based approach and understanding to peace in different dimensions of Asia; 

 ii. To identify and share various civil society initiatives towards HRP in Asia including actions taken against state violence as following; peace zones, conscientious objection to military service, resisting defense tax, discourse of peace movements, right to disobey security measures taken by governments, civil disobedience actions and so on.

 iii. To engage critiques from diverse social groups to adapt more comprehensive approach;

 iv. To research and analyze the following; human right and peace movement organizations, national human right structure and bodies, research institute on human right law, human right -gender researchers, and any other groups related to the issue

Expected Outcome
  i. Concept and essence of peace materialized in the rights dimension 
  ii. Contribute to the discussion/development of human right aspect of ‘positive peace’
  iii. Serve as strong theoretical framework in peacebuilding on national/international level 
  iv. Redefine narrow interpretation of security and violence 
  v. To find a strong ground for the new era of (universal) HRP
  vi. Elaborate avenues and ways for international campaign on HRP
