A founding member of the People Solidarity for Participatory Democracy (PSPD) in Seoul, Francis has 15 years of experience in working as a full–time activist in several social movement organizations and NGOs. An activist in his undergraduate days in South Korea, he started participating in the social movement against the then prevalent military dictatorship since the early 1980s.

He is currently analysing the relationship between security and democratization in Northeast Asia for his doctoral degree at the University of Bradford. He also currently teaches peace studies and conducts research at the Centre for Human Rights and Peace in SongKongHoi University in Seoul, and works as Deputy Secretary of PSPD.

An active member of the Asian Peace Alliance, Francis is involved in the ARENA programmes on Peace and Security and the Regional School.

Francis is a member of the ARENA Executive Board 2003 – 2006.
