A lecturer in the National
College of Public Administration and Governance of the University of the
Philippines in courses on governance and the economy and fiscal policy,
Men is also the Coordinator of Action for Economic Reforms (AER), a member
of the board of various foundations and networks in the Philippines and
is contributor to the ¡®Yellow Pad Column¡¯ of the publication Businessworld.
Men works around themes of regional economic integration and issues on
trade, investments, exchange rate, regional currency and labour mobility.
He was active in the ARENA Programme on Capital Flows and through the
AER and in collaboration with ARENA, he organized the National Seminar
Workshop on Capital Flows in the Philippines in the year 2002. Men has
been an active member of the ARENA Network since the inception of the
Asian Solidarity Against Debt and Recolonisation (ASADR) established in
1993 that was later on known to be the Asian Network on Debt & Development
in 1995.
He is currently editing a volume for AER and ARENA on Capital Flows and
a public policy journal of the University of the Philippines on NGO issues.
He has come out with numerous written works and his latest published work
as issue editor is Public Policy of December 2002 and The State and the
Market: Essays on a Socially Oriented Philippine Economy, 1998.
